General description Nowadays, environmental policies are mainly preventive, that is, its objective is to prevent pollution or environmental damage since the early beginning. As a consequence, it is important to consider the environmental effects of all planning and decision process. In this context, different technical and administrative tools are considered useful and effective. Among these tools, it should be highlighted the Environmental Impact Assessment (EIA) tool, which is a double process. By one hand, EIA develops an analysis to predict the changes that a project or activity may have on the human health and the environment. Moreover, EIA establishes the legal and administrative procedures for the approval, modification or rejection of the activity or project by the Administration. The objective of this double process is to provide those responsible for environmental planning and management a tool that allows them to ensure that key decisions in the field of environment have been taken after a proper systematic and scientific analysis.
